100% is one whole. More than 100% means more than one whole; less than 1% is a tiny sliver. To handle these you read place value and slide the decimal by 10s and 100s. Warm those up first.

Level 1 To make a number 100 times smaller by moving the dot two places left.
Example: 5 Γ· 100 = 0.05.
